UZBEKISTAN-TURKMENISTAN: NEW STAGE OF COOPERATION

During the years of independence, Uzbekistan has been cooperated with neighboring republics. In this direction, the relations with the neighboring Turkmenistan have played an important role. In this article is given the new stage of Uzbekistan-Turkmenistan cooperation and its results.

Partnerships with the countries of Central Asia are vital for Uzbekistan where is situated in Central Asia and which has a common border with the Central Asian countries. This can be explained by a number of factors. Forming common position on similar problems to each other and transmission these problems to the scope of international organizations will expand opportunities for solving existing problems. Fighting common threats on security in the region requires coordinated capacity of these countries. Also, the economies of these countries complement each other. Therefore, since the early days of independence, Uzbekistan has been worked to develop cooperation and bring it to a modern level with neighboring countries where is situated in Central Asian region. Especially, by 2016, neighborly relations have risen to a new level and significant results have been achieved. For this reason, studying and scientific analysis of Uzbekistan – Turkmenistan relations is one of the pressing issues.

Diplomatic relations between Uzbekistan and Turkmenistan were established on January 8, 1993. On January 16, 1996 it was signed an Agreement on the Eternal Friendship between the Republic of Uzbekistan and the Republic of Turkmenistan. That year, for developing bilateral cooperation that was organized the Uzbek-Turkmen Intergovernmental Commission. As a result of this commission’s activity, economic relations expanded. In particular, by 2004, the trade turnover increased by 159.6 mln.US dollars between the Republic of Uzbekistan and the Republic of Turkmenistan of which exports totaled $ 143.8 million and imports of US $ 15.6 million [2, 273]. In the same time, the relations developed between the two countries  on the basis of the Intergovernmental Agreement «On strengthening of friendly relations and multilateral cooperation» signed in 2007  [4].

From 2016 the Uzbekistan-Turkmenistan relations have reached a qualitatively new level. That was determined the measures to be taken in this direction in the decree of President of the Republic of Uzbekistan dated February 7, 2017 “About strategy of actions” [1, 1-2] on the five development priorities of Uzbekistan for 2017–2021. To do this, it was highlighted in the “Strategy of Actions” to develop with international and regional organizations, as well as the development of constructive cooperation with developed and developing countries, in particular with neighboring Central Asian states in various fields.

The year 2017 has been a fruitful year in the history of the Uzbek-Turkmen relations. In particular, the first foreign visit of President Shavkat Mirziyoev as President Republic of Uzbekistan was held on March 6-7, 2017 in Turkmenistan. This historic visit was a clear confirmation of good neighborly relations in the foreign policy of Uzbekistan and the fact that Turkmenistan occupies a special place in the foreign policy of Uzbekistan. As a result of these meetings, bilateral relations have risen to a qualitatively new level, the level of strategic partnership [3]. As well as, practical meetings in Turkmenistan’s Avaza tourist zone and in the capital of Kazakhstan in May and June were logical continuation of these events [8]. In addition, on the invitation of the President of Turkmenistan, President of Uzbekistan Shavkat Mirziyoyev paid an official visit to Turkmenistan on September 17 to attend the opening ceremony of the V Asian Games on closed constructions and martial arts in Turkmenistan [9]. In total, this year the President of the Republic of Uzbekistan visited Turkmenistan three times and exchanged views on various aspects of cooperation.

As a result of the agreements reached, mutual cultural ties have developed. In particular, in May 2017 in the city of Tashkent the street named Maxtumquli and its architectural monument was opened as a symbol of eternal friendship and brotherhood of the Uzbek and Turkmen peoples. In November, Uzbekistan Culture Days were hosted in Turkmenistan. Within the framework of the event, a concert is showed of our country’s art masters and cultural figures and an art exhibition were organized. These measures have played an important role in the development of mutual relations.
